From municipal housing and social housing to the conversion of vacant offices and the allocation of public land \u2014 European cities are looking for ways to make housing affordable again.<\/strong><\/p>\n<\/blockquote>\n

The housing crisis<\/a> no longer affects only those on the lowest incomes. In many European cities, the cost of housing has become<\/strong> one of the biggest problems for workers, young people and families, prompting local authorities to look for new models.<\/p>\n

A characteristic example is Berlin.<\/strong> Five years ago, residents of the German capital voted in a referendum in favour of expropriating large property companies that own more than 3,000 homes, essentially seeking to limit their power in the market.<\/p>\n

The referendum, however, was not legally binding and the Berlin Senate did not move forward with implementing the result. In the meantime, the average cost of new rents increased<\/strong> by around 50%.<\/p>\n

Recent elections in Berlin brought the issue back into the spotlight, as the Left Party, which had pledged during the election campaign<\/strong> to implement the referendum result, won the largest share of the vote. Whether it will be able to move forward with its commitments will depend on negotiations to form a coalition government.<\/p>\n

Whatever the political developments, the case of Berlin once again highlighted the scale of the housing problem<\/strong> facing many European cities. And several have already begun testing different solutions.<\/p>\n

Vienna: When the city becomes a landlord<\/strong><\/h2>\n

The Austrian capital is considered one of the most characteristic<\/strong> examples of social housing policy in Europe.<\/p>\n

The model began to develop after the First World War, when Vienna faced an acute housing crisis<\/strong>. Available housing was so scarce that some workers were forced to sleep in shifts, while the poor living conditions encouraged the spread of diseases such as tuberculosis.<\/p>\n

A century later, the model remains a key tool<\/strong> for the city in keeping prices under control. The municipality owns around 220,000 municipal homes, which it rents out, while another 200,000 homes are subsidised. Overall, more than 60% of Vienna’s residents live in one of these two types of housing.<\/p>\n

The large presence of social housing also acts as a \u201cbrake\u201d<\/strong> on the private market, helping to contain rental prices.<\/p>\n

Basel: Public land remains public<\/strong><\/h2>\n

In many European cities, a significant part of the increase in housing prices is linked to the surge in the value<\/strong> of land. As a result, some local authorities are looking for ways to prevent land costs from ultimately adding to the amount tenants have to pay.<\/p>\n

One solution is to not sell<\/strong> municipal land, but instead lease it on a long-term basis to cooperatives or socially oriented investors. In this way, municipalities retain ownership of the land without having to finance<\/strong> the construction themselves, while developers do not have to incorporate the particularly high cost of purchasing plots into housing costs. The Swiss city of Basel is considered a pioneer in this approach. Around 40%<\/strong> of the city’s cooperative housing is located on public land.<\/p>\n

Similar efforts have also begun in Barcelona<\/strong> and Lisbon.<\/strong><\/p>\n

Paris: Vacant offices are converted into homes<\/strong><\/h2>\n

When land and buildings are in private<\/strong> hands, however, the situation becomes more complex.<\/p>\n

Paris has been trying for years to address the displacement of residents from areas that are being upgraded and becoming increasingly expensive. Since 2014, the city has had a \u201cright of first refusal\u201d<\/strong> in specific areas, allowing it to purchase properties and increase the supply of affordable housing.<\/p>\n

The target is for 30%<\/strong> of housing to be social housing for low-income households by 2035. At the same time, another solution can be found in office buildings that remain vacant.<\/p>\n

Earlier this year, the French government and the regional authorities of Paris identified 61 projects<\/strong> that could convert vacant office buildings into homes. These interventions are estimated to have the potential to create up to 8,200 new homes<\/strong> in the suburbs of the French capital.<\/p>\n

Prague: Cheaper homes for doctors, teachers and police officers<\/strong><\/h2>\n

Prague is trying to address a different problem<\/strong>: how essential workers can continue to live in the city they help keep running. Nurses and other care workers, police officers, teachers and cleaning staff can gain access<\/strong> to homes with rents below market rates.<\/p>\n

Around 660 new, energy-efficient homes have already been built specifically for public-sector workers. The project was developed by a subsidiary of a Czech bank,<\/strong> with financing that also includes European loans. The aim is for rents to be around 20% below market rates, thanks to economies of scale.<\/p>\n

And one important detail:<\/strong> tenants are not selected by the bank. The relevant procedures are carried out by hospitals and public organisations, which can therefore use affordable housing as an additional incentive to attract workers.<\/p>\n

New homes are already being planned.<\/p>\n

Dublin: Rents based on cost, not the market<\/strong><\/h2>\n

In Dublin, the housing crisis has reached particularly acute<\/strong> levels. Following the 2008 financial crisis, foreign investors bought<\/strong> a significant number of properties, while rents rose further as major technology companies chose the Irish capital as their European headquarters, partly because of its tax regime. The supply of social housing remains limited and waiting lists are long.<\/p>\n

In 2021, the Irish government created the Cost Rental Housing<\/strong> programme, aimed mainly at middle-income households: people who earn too much to qualify for social housing, but not enough to easily afford private-market prices.<\/p>\n

In Dublin,<\/strong> a household’s annual net income must be below \u20ac66,000 to qualify for the programme.<\/p>\n

The homes are managed by non-profit organisations or public bodies, and rents are lower than market rates. According to a recent study by the Economic & Social Research Institute<\/strong> (ESRI), the difference is almost 30% on average.<\/p>\n

The Irish government has set a target of creating 18,000<\/strong> low-cost homes by the end of the decade. Demand, however, illustrates the scale of the need: last year, more than 4,200 households applied for just 104 homes in a new residential community on the outskirts of Dublin.<\/p>\n

From theory to practice<\/strong><\/h3>\n

From Berlin and Vienna to Paris, Prague, Basel and Dublin, European cities are testing different approaches<\/strong> to the same problem: how housing can remain affordable at a time when land prices, rents and construction costs are rising.<\/p>\n

Some cities are investing in public and social housing, others are keeping land under public control, others are converting vacant commercial buildings into homes, while others are offering lower rents to key categories of workers.<\/p>\n

The common thread is an effort to treat housing not only as an investment product, but also as a basic need<\/strong> for residents and as a factor affecting a city’s ability to retain the people who work and live there.<\/p>\n","protected":false},"excerpt":{"rendered":"
