STAMA Greece<\/strong> and the European Holiday Home Association<\/strong> (EHHA) have raised serious concerns over the possibility of further restrictions on short-term rentals under the EU\u2019s proposed Affordable Housing Act<\/a><\/strong>.<\/p>\n

As previously reported by BnBNews, the European Commission\u2019s proposal would allow cities and local authorities to restrict short-term rentals<\/strong> in areas facing severe housing affordability problems. Industry representatives argue, however, that the link between STR activity and unaffordable housing should not be taken for granted but demonstrated separately for each area.<\/p>\n

STAMA Greece supports the EHHA\u2019s position that restrictions already introduced in European destinations have not automatically resulted in more homes becoming available or lower rents. It also warns that measures introduced without sufficient evidence could harm property owners, SMEs, employment and local economies without increasing the supply of long-term rental housing.<\/p>\n

Barcelona and the French Basque Country<\/h2>\n

The experience of Barcelona<\/strong> and the French Basque Country<\/strong> lies at the heart of the industry\u2019s argument.<\/p>\n

In Barcelona, where new short-term rental licences have been frozen since 2014, rents per square metre have increased by 72%, according to figures cited by the EHHA.<\/p>\n

In the French Basque Country, restrictions led to approximately 6,000 properties leaving the short-term rental market. However, only 5% of them are estimated to have returned to the long-term rental market.<\/p>\n

At the same time, the EHHA says that \u20ac230.4 million in annual economic benefits and around 4,000 direct and indirect jobs are at risk.<\/p>\n

Based on these examples, the two organisations argue that authorities should assess not only the expected housing benefits of any restriction but also its cost to employment, small businesses and the local economy.<\/p>\n

Twenty per cent of EU homes remain vacant<\/h2>\n

STAMA Greece and the EHHA are also drawing attention to the overall supply of housing across the European Union.<\/p>\n

Short-term rentals account for just 1.2% of the EU\u2019s conventional housing stock, according to the figures they cite, while approximately 20% of homes across the bloc remain vacant<\/strong>.<\/p>\n

They also point out that part of the STR supply consists of primary residences rented out occasionally or second homes that would not move onto the long-term rental market even if they were no longer used for tourism.<\/p>\n

For this reason, they argue that European and national housing policies should focus primarily on bringing vacant homes back into use, renovating older buildings, accelerating planning and permitting procedures, and supporting the construction of new affordable housing.<\/p>\n

Data must come before restrictions<\/h3>\n

A central demand from STAMA Greece is that any new measure should be based on data collected under EU Regulation 2024\/1028 on short-term accommodation rental services, which has applied since 20 May 2026.<\/p>\n

Its implementation is still under way, meaning that complete and comparable data are not yet available across the European Union. STAMA Greece therefore argues that, before introducing restrictions, the competent authorities should be required to demonstrate that short-term rentals are materially contributing to limited housing availability or higher housing costs in the specific area concerned.<\/p>\n

They should also demonstrate that the measure is necessary and proportionate and that no less restrictive intervention could achieve the same result.<\/p>\n

Any intervention, the association adds, should be preceded by an assessment of its potential effects on employment, property owners\u2019 income, SMEs and the local economy.<\/p>\n

Vassilis Argyrakis: The affordable housing problem cannot be solved by looking for easy targets<\/h3>\n

\u201cThe lack of affordable housing is a real and complex problem that cannot be solved by looking for easy targets,\u201d said Vassilis Argyrakis, President of STAMA Greece.<\/p>\n

\u201cExperience from European cities that have applied strict restrictions for years shows that fewer short-term rentals do not automatically mean more homes on the long-term market or lower rents.<\/p>\n

\u201cIn Greece, where freezes on new STR registrations have already been introduced in central Athens and Thessaloniki, we need to measure both the actual impact of these interventions on housing availability and costs and their wider consequences for the economy and employment.<\/p>\n

\u201cThe solution lies primarily in increasing supply: bringing vacant homes back into use, renovating existing properties and building new affordable housing. STAMA Greece supports a modern and fair regulatory framework, but decisions must be based on evidence rather than generalisations.\u201d<\/p>\n

Catherine Starkie: The proposal is premature without sufficient data<\/h3>\n

Catherine Starkie, Secretary General of the EHHA, similarly argues that the proposed legislation is premature while the detailed data expected from the implementation of the new EU STR Regulation are not yet available.<\/p>\n

\u201cWithout the granular data that the EU STR Regulation will generate, no authority can say whether short-term rentals are driving housing pressure \u2014 or whether a restriction is proportionate. We therefore consider the Act premature,\u201d she said.<\/p>\n

Starkie added that the EHHA shares the goal of making housing more affordable and looks forward to working with the European Parliament and the Council of the EU to achieve it without harming the people and communities that depend on the short-term rental ecosystem.<\/p>\n

What STAMA Greece and the EHHA are calling for<\/h2>\n

As the Affordable Housing Act moves to the European Parliament and the Council of the EU, STAMA Greece, in coordination with the EHHA, is calling for:<\/p>\n

    \n
  • consultation with industry stakeholders before any new measure is adopted;<\/li>\n
  • publication of the evidence used to justify restrictions;<\/li>\n
  • assessments of the economic and social effects of proposed measures;<\/li>\n
  • periodic reviews of the effectiveness of restrictions and a reassessment of those already in force;<\/li>\n
  • an effective right of appeal against measures that cannot be shown to be necessary or proportionate.<\/li>\n<\/ul>\n

    The two organisations say they will continue to participate in the European and national debate, advocating policies that genuinely increase the supply of affordable housing without unjustifiably harming professionals and local communities that depend on short-term rentals.<\/p>\n
