The Greek government is introducing a new intervention in the short-term rental market in an effort to address the acute housing shortage affecting major urban centers.<\/p>\n

Under a provision included in a new bill by the Ministry of National Economy and Finance, currently under public consultation, the freeze on new Airbnb-style property registrations in central Athens<\/strong> will be extended, while a similar measure will be introduced for the first time in central Thessaloniki<\/strong>.<\/p>\n

The measures<\/a> form part of a broader housing policy package aimed at increasing the supply of homes available for long-term rental. The rapid growth of short-term rentals in recent years is widely regarded as one of the key factors behind the reduction in housing availability and the upward pressure on rental prices.<\/p>\n

What changes for Airbnb properties in Central Athens<\/h2>\n

The bill maintains the suspension of new registrations in the Short-Term Accommodation Property Registry for properties located in the 1st, 2nd and 3rd Municipal Districts of the Municipality of Athens<\/strong>.<\/p>\n

These districts include some of the city’s most popular tourist areas, such as the historic center, Koukaki, Metaxourgeio, Plaka, Monastiraki and other neighborhoods with high visitor traffic.<\/p>\n

The restriction applies exclusively to new property registrations and will remain in force until a new government decision is issued.<\/p>\n

In practice, this means that no additional properties will be allowed to enter the short-term rental market in these areas, while already registered properties will continue operating as normal.<\/p>\n

Restrictions expanded to Thessaloniki<\/h2>\n

Perhaps the most significant innovation of the bill is the extension of similar restrictions to Thessaloniki.<\/p>\n

More specifically, from July 1 through December 31, 2026, the first registration of new properties in the Short-Term Accommodation Property Registry will not be permitted for properties located within the A’ Municipal Community of the Municipality of Thessaloniki<\/strong>.<\/p>\n

The area covers most of the city’s historic, commercial and tourism center, where Airbnb-style accommodations have expanded rapidly in recent years.<\/p>\n

The selection of this specific area is no coincidence. The concentration of short-term rentals has significantly reduced the availability of housing for students, workers and permanent residents, creating substantial pressure on rental prices.<\/p>\n

Stricter penalties for violations<\/h3>\n

At the same time, the ministry is strengthening the inspection and enforcement framework for those attempting to circumvent the restrictions.<\/p>\n

Specifically, any owner, usufruct holder, sublessor or property manager who offers a property for short-term rental without being entitled to register it in the Registry will face an administrative fine equal to 50% of the income generated from the activity between the date the ban took effect and the date of inspection.<\/p>\n

The penalty cannot be lower than \u20ac20,000.<\/p>\n

If a new violation is identified within the same tax year, sanctions become even more severe. In such cases, the fine will correspond to the total rental income collected between the previous and the new inspection, with a minimum penalty of \u20ac40,000.<\/p>\n

Responsibility for inspections and the imposition of fines will rest with Greece’s Independent Authority for Public Revenue (AADE).<\/p>\n

What happens when properties change ownership<\/h3>\n

The bill also introduces provisions concerning properties that change ownership.<\/p>\n

According to the proposed legislation, properties located in areas where registration restrictions apply and which are transferred through sale, parental donation, gift or inheritance will be removed from the Short-Term Accommodation Property Registry.<\/p>\n

The new owner will not be entitled to re-register the property for short-term rental use for as long as the registration ban remains in force.<\/p>\n

The provision is designed to prevent attempts to bypass the restrictions through transfers to relatives or third parties.<\/p>\n

Addressing the housing crisis<\/h3>\n

The new measures come at a time when housing affordability has become one of the most pressing issues in public debate.<\/p>\n

The government argues that the rapid expansion of short-term rentals has significantly reduced the stock of housing available for long-term leases, particularly in popular urban and tourist destinations.<\/p>\n

For this reason, the bill directly links restrictions on short-term rentals with the objective of increasing housing availability and improving access to affordable housing.<\/p>\n

The Airbnb-related provisions form part of a broader package of housing measures that also includes tax incentives, rent subsidies and additional interventions in the residential property market.<\/p>\n
