The new EU regulation on short-term rentals<\/strong> is raising concerns, with the Consumer Choice Center warning that potential delays or uncoordinated implementation by member states could lead to higher costs and fewer choices for travelers.\u00a0The new European Union regulation<\/a>, which entered into force on May 20, 2026, aims to reduce fragmentation across national systems, facilitate the registration of short-term rental hosts and properties, and enhance transparency through unified rules for data collection and exchange.<\/p>\n

However, according to the Consumer Choice Center, several member states do not yet appear to be operationally ready to fully implement the new framework, creating a risk of fragmented and incompatible compliance systems emerging across the EU.<\/p>\n

A regulation that exists on paper<\/h2>\n

The organization\u2019s Government Affairs Manager, Zolt\u00e1n K\u00e9sz, stated that \u201cEuropean consumers will once again pay the price if the EU creates a law on paper<\/strong> but ultimately leaves platforms, hosts, and local authorities operating through 27 different systems.\u201d<\/p>\n

He noted that a rushed or fragmented implementation of the regulation will not lead to better market oversight, but rather to higher prices<\/strong>, reduced transparency<\/strong>, and fewer available accommodation options<\/strong> for consumers seeking flexible forms of hospitality.<\/p>\n

The Consumer Choice Center supports clear and predictable rules that enhance transparency, but stresses that the new regulation should not be used as a \u201cbackdoor\u201d for imposing broad restrictions on short-term rentals\u2014measures that several European cities are already pursuing for housing policy reasons.<\/p>\n

The organization calls on the European Commission and member states to establish a clear implementation timeline, ensure interoperable digital systems, and avoid disproportionate administrative burdens that could restrict the legal supply of accommodation in the market.<\/p>\n

It also emphasizes that housing challenges should be addressed through targeted and evidence-based policies, rather than blanket measures that limit consumer choice and negatively affect tourism and the hospitality sector.<\/p>\n

What is the Consumer Choice Center<\/h2>\n

The Consumer Choice Center is an independent, non-profit consumer advocacy group that promotes freedom of choice, innovation, healthy competition, and policies based on free-market principles.<\/p>\n

It was founded in February 2017, initially as an initiative of the organization \u201cStudents For Liberty,\u201d and became a fully independent organization in 2020.<\/p>\n

The organization is headquartered in Washington, D.C., United States.<\/p>\n

It also maintains a strong presence in Europe (with offices in Brussels through CCC Europe) and operates in more than 100 countries worldwide.<\/p>\n

The new EU framework for short-term rentals<\/h3>\n

The European Union is activating a new unified regulatory framework for short-term rentals as of May 20<\/strong>, introducing mandatory property registration and stricter oversight of platforms such as Airbnb and Booking.com.<\/p>\n

All short-term rental hosts in the EU will now be required to register their properties<\/strong> with national authorities and obtain a unique identification number<\/strong>, which must appear on every online listing.<\/p>\n

At the same time, booking platforms will be required to regularly transmit activity data to authorities<\/strong>\u2014either monthly or quarterly\u2014including listing addresses, URLs, and the number of nights booked.<\/p>\n

The new regulation establishes, for the first time, a common European transparency framework for the short-term rental market, giving local authorities more systematic access to sector data.<\/p>\n

However, the EU clarifies that decisions regarding restrictions<\/strong> on short-term rentals will remain at national and municipal level. This means that member states and cities will continue to be able to impose limits on rental days, licensing requirements, zoning restrictions, or even full bans in specific areas.<\/p>\n

In recent years, several European cities have already moved toward tighter regulation of the market, citing pressure on housing availability and rising rents.<\/p>\n

Florence and Madrid are among the destinations that have adopted restrictive measures on the expansion of short-term rentals. Market attention is now focused on how each country will implement the new rules, particularly regarding registries, technical standards, and data-sharing infrastructure.<\/p>\n
