Airbnb is making a significant shift in its strategy in Spain, investing $50 million (€43 million) in a three-year rural development program, while also strengthening its cooperation with the Council of Mallorca to combat illegal tourist accommodation.

The platform’s new agenda was presented in Madrid, where the Minister of Tourism of the Council of Mallorca, José Marcial Rodríguez, met briefly with Airbnb’s General Manager for Spain and Portugal, Jaime Rodríguez de Santiago. Both sides reaffirmed their commitment to continue collaborating on regulatory compliance and reducing unlawful listings.

According to the Council of Mallorca, its cooperation with Airbnb has already led to the removal of more than 2,300 listings without a registration number, a development the local authority describes as “proof that public–private cooperation can protect the island’s tourism model.”

“The agreement with Airbnb is already bearing fruit and shows that collaboration between the public and private sectors is the way to safeguard our tourism model, ensure regulatory compliance, and continue improving residents’ quality of life,” Minister Rodríguez stated.

At the centre of Airbnb’s new campaign is the “Rural Commitment” program, with a budget of €43 million aimed at:

promoting lesser-known destinations,

supporting small businesses in rural regions, and

revitalising villages facing demographic and economic decline.

Airbnb also presented a study by AFI titled “Short-term rentals as a revitaliser of rural Spain,” which highlights the potential of rural short-term rentals.

According to company data, Airbnb listings now exist in 5,300 Spanish locations, while nearly 70% of Spaniards choose non-urban destinations for their travels.

Although Spain is the world’s second-largest tourism destination, its rural regions fall behind in bookings compared with other European countries.

Rural overnight stays in Spain are:

7 times fewer than in France,

3 times fewer than in the UK,

and half as many as in Italy.

The Spanish government has launched campaigns encouraging some of the 94 million international visitors in 2024 to move beyond coastal and metropolitan hotspots towards lesser-known inland regions. So far, rural demand is largely driven by Spanish travellers seeking more affordable holidays.

At the same time, Spain’s short-term rental market is under pressure from new regulations introduced to address the housing crisis.

According to the National Statistics Institute, the number of homes available for tourist rentals in May fell by 6% compared to last summer, reaching 1.43 million.

Airbnb’s new investment strategy and its collaborations with local authorities — most recently in Mallorca — indicate a move away from a mass-rental model toward a more “balanced” approach that supports regional development while complying with stricter regulations.

With increasing pressure on popular destinations, the promotion of rural and less developed areas represents not only a new business opportunity for Airbnb but also a strategic alignment with Spain’s sustainable tourism priorities.

Airbnb is making a significant shift in its strategy in Spain, investing $50 million (€43 million) in a three-year rural development program, while also strengthening its cooperation with the Council of Mallorca to combat illegal tourist accommodation.
