The measure, announced by Finance Minister Kyriakos Pierrakakis, is seen as a positive step.<\/p>\n<p data-start=\"734\" data-end=\"889\">However, POMIDA underlines that several restrictions and exceptions remain, limiting the full potential of the scheme for society and the housing market.<\/p>\n<h2 data-start=\"891\" data-end=\"916\"><strong data-start=\"891\" data-end=\"914\">The core regulation of tax-exemption<\/strong><\/h2>\n<p data-start=\"918\" data-end=\"945\">The exemption applies to:<\/p>\n<ul data-start=\"947\" data-end=\"1516\">\n<li data-start=\"947\" data-end=\"1051\">\n<p data-start=\"949\" data-end=\"1051\">Homes left vacant for at least three years, as well as those previously used for short-term rentals.<\/p>\n<\/li>\n<li data-start=\"1052\" data-end=\"1167\">\n<p data-start=\"1054\" data-end=\"1167\">Homes up to 120 sq.m., with an additional 20 sq.m. allowed per child beyond the second for the tenant\u2019s family.<\/p>\n<\/li>\n<li data-start=\"1168\" data-end=\"1341\">\n<p data-start=\"1170\" data-end=\"1341\">Long-term leases of three years for primary residence. If the tenant leaves early, the exemption continues provided a new three-year lease is signed within three months.<\/p>\n<\/li>\n<li data-start=\"1342\" data-end=\"1516\">\n<p data-start=\"1344\" data-end=\"1516\">Exceptionally, six-month leases for public sector employees (teachers, military staff, healthcare workers, etc.), with the option of renewal without losing the exemption.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1518\" data-end=\"1580\">The scheme applies to leases signed until December 31, 2026.<\/p>\n<h2 data-start=\"1582\" data-end=\"1604\"><strong data-start=\"1582\" data-end=\"1602\">Positive aspects<\/strong><\/h2>\n<p data-start=\"1606\" data-end=\"2021\">POMIDA acknowledges that the latest changes make the scheme more practical than the initial version. Notably, the inclusion of homes used for short-term rentals and the provision for public sector employees on frequent transfers are considered important improvements. These adjustments broaden the pool of properties returning to the long-term rental market, creating opportunities for both landlords and tenants.<\/p>\n<h3 data-start=\"2023\" data-end=\"2043\"><strong data-start=\"2023\" data-end=\"2041\">The challenges<\/strong><\/h3>\n<p data-start=\"2045\" data-end=\"2106\">Despite the improvements, POMIDA highlights several issues:<\/p>\n<ul data-start=\"2108\" data-end=\"2608\">\n<li data-start=\"2108\" data-end=\"2184\">\n<p data-start=\"2110\" data-end=\"2184\">The three-year vacancy requirement excludes many currently unused homes.<\/p>\n<\/li>\n<li data-start=\"2185\" data-end=\"2255\">\n<p data-start=\"2187\" data-end=\"2255\">Not all categories of housing left outside the market are covered.<\/p>\n<\/li>\n<li data-start=\"2256\" data-end=\"2393\">\n<p data-start=\"2258\" data-end=\"2393\">Seasonal private-sector workers (e.g., in tourism or hospitality) are not included, despite facing similar needs as public employees.<\/p>\n<\/li>\n<li data-start=\"2394\" data-end=\"2503\">\n<p data-start=\"2396\" data-end=\"2503\">The exemption is linked to the tenant, not the property, making landlords dependent on tenant compliance.<\/p>\n<\/li>\n<li data-start=\"2504\" data-end=\"2608\">\n<p data-start=\"2506\" data-end=\"2608\">The three-month period to re-let a property is too short; POMIDA calls for a six-month grace period.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"2610\" data-end=\"2631\"><strong data-start=\"2610\" data-end=\"2629\">POMIDA\u2019s stance<\/strong><\/h3>\n<p data-start=\"2633\" data-end=\"2950\">The Federation stresses that the measure moves in the right direction, as it incentivizes owners to bring vacant homes back to the long-term rental market, potentially easing housing pressures.
