{"id":33118,"date":"2025-09-24T16:29:24","date_gmt":"2025-09-24T13:29:24","guid":{"rendered":"https:\/\/bnbnews.gr\/?p=33118"},"modified":"2025-09-24T18:10:42","modified_gmt":"2025-09-24T15:10:42","slug":"the-ministry-of-tourism-circular-on-airbnb-property-requirements","status":"publish","type":"post","link":"https:\/\/bnbnews.gr\/en\/legislation\/33118\/the-ministry-of-tourism-circular-on-airbnb-property-requirements\/","title":{"rendered":"The Ministry of Tourism circular on Airbnb property requirements"},"content":{"rendered":"<p data-start=\"377\" data-end=\"700\"><strong>The Ministry of Tourism<\/strong> issued circular no. 19231\/19.09.2025, which was communicated, among others, to the Association of Short-Term Rental Companies (<a href=\"https:\/\/www.stamagreece.gr\/en\/\" target=\"_blank\" rel=\"noopener\">Stama Greece<\/a>). The document specifies the <strong>requirements that short-term rental properties<\/strong> must meet as of October 1, 2025, in implementation of Article 3 of Law 5170\/2025.<\/p>\n<p data-start=\"702\" data-end=\"947\">The circular applies both to properties already registered in the Independent Authority for Public Revenue\u2019s (AADE) Short-Term Rental Property Registry (with a Property Registry Number \u2013 AMA) and to those that will be registered in the future.<\/p>\n<h2 data-start=\"949\" data-end=\"1000\">Requirements for short-term rental properties<\/h2>\n<p data-start=\"1001\" data-end=\"1640\">According to the circular, every property offered for short-term rental must meet the following conditions:<\/p>\n<p data-start=\"1001\" data-end=\"1640\">a) they must be <strong>primary-use spaces<\/strong> (par. 95 of Article 2 of Law 4067\/2012 (A&#8217; 79)) and have natural lighting, ventilation, and air conditioning,<\/p>\n<p data-start=\"1001\" data-end=\"1640\">b) they must have <strong>liability insurance<\/strong> covering damages or accidents,<\/p>\n<p data-start=\"1001\" data-end=\"1640\">c) they must have an <strong>electrician\u2019s installation compliance certificate<\/strong>, <strong>fire extinguishers<\/strong> and <strong>smoke detectors<\/strong>, a <strong>residual-current device<\/strong> (RCD) or <strong>circuit breaker<\/strong>, and <strong>emergency exit signage<\/strong>, and<\/p>\n<p data-start=\"1001\" data-end=\"1640\">d) they must have a valid <strong>rodent and pest control certificate<\/strong>, a <strong>first aid kit<\/strong>, and an <strong>emergency contact guide<\/strong>.<\/p>\n<h3 data-start=\"1647\" data-end=\"1726\">A. Primary-use spaces \u2013 Natural lighting \u2013 Ventilation \u2013 Air conditioning<\/h3>\n<p data-start=\"1727\" data-end=\"2286\">Primary-use spaces of buildings are those intended to serve the main purpose of the building and accommodate users, such as in residential buildings: bedrooms, living rooms, kitchens, offices, with a minimum clear height of 2.50 m (par. 95, Article 2 of Law 4067\/2012 (A&#8217;79) \u201cNew Building Code\u201d).<br data-start=\"2023\" data-end=\"2026\" \/>Auxiliary-use spaces are those not intended for the main use of the building, such as circulation areas, corridors, lobbies, staircases, bathrooms, machine rooms, storage areas, parking spaces, or animal shelters (par. 96, Article 2 of Law 4067\/2012 (A&#8217;79)).<\/p>\n<p data-start=\"2288\" data-end=\"2498\"><strong data-start=\"2288\" data-end=\"2297\">Note:<\/strong> The minimum permitted clear height for primary-use spaces before the Building Code was 2.40 m (par. 1.1.1. of Article 7 of Decision \u03a5\u03a0\u0395\u039d\/\u0394\u0391\u039f\u039a\u0391\/66006\/2360 (Building Regulation) (B\u2019 3985\/22.06.2023)).<\/p>\n<p data-start=\"2500\" data-end=\"2605\">The legality of a space is proven by its building permit and\/or legalization under urban planning laws.<\/p>\n<ul data-start=\"2607\" data-end=\"3345\">\n<li data-start=\"2607\" data-end=\"2759\">\n<p data-start=\"2609\" data-end=\"2759\"><strong data-start=\"2609\" data-end=\"2630\">Natural lighting:<\/strong> Bedrooms must have natural light from external walls or roofs, through openings covering at least 10% of their net floor area.<\/p>\n<\/li>\n<li data-start=\"2760\" data-end=\"2862\">\n<p data-start=\"2762\" data-end=\"2862\"><strong data-start=\"2762\" data-end=\"2786\">Natural ventilation:<\/strong> Bedrooms must have openings covering at least 5% of their net floor area.<\/p>\n<\/li>\n<li data-start=\"2863\" data-end=\"2974\">\n<p data-start=\"2865\" data-end=\"2974\">Windows must face a common-use space, an uncovered space of the lot\/building, or an open semi-outdoor area.<\/p>\n<\/li>\n<li data-start=\"2975\" data-end=\"3345\">\n<p data-start=\"2977\" data-end=\"3345\"><strong data-start=\"2977\" data-end=\"2998\">Air conditioning:<\/strong> Bedrooms must be equipped with heating\/cooling air conditioners (split or portable), with quiet, automated operation ensuring comfort and well-being. Where external units cannot be installed on facades, portable air conditioners are recommended. Air conditioning is not mandatory for properties located in mountainous areas above 600m altitude.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"3352\" data-end=\"3380\">B. Liability insurance<\/h3>\n<p data-start=\"3381\" data-end=\"3541\">Each property rented short-term must have an active liability insurance policy, covering damages or accidents, issued by a legally licensed insurance company.<\/p>\n<p data-start=\"3543\" data-end=\"3675\">The registry of licensed (re)insurance companies is available on the Bank of Greece website (<a href=\"https:\/\/www.bankofgreece.gr\/en\/main-tasks\/supervision\/private-insurance\/insurance-undertakings\/register\" target=\"_blank\" rel=\"noopener\">Registry of (Re)Insurance Companies<\/a>).<\/p>\n<h3 data-start=\"3682\" data-end=\"3761\">C. Electrician\u2019s compliance certificate \u2013 Fire safety \u2013 Emergency signage<\/h3>\n<p data-start=\"3762\" data-end=\"3986\">Each short-term rental property must have a valid Electrician\u2019s Installation Compliance Certificate (\u03a5\u0394\u0395), confirming the presence of an RCD or circuit breaker. Details are available here: (<a href=\"https:\/\/deddie.gr\/en\/upiresies\/sundesi-me-to-diktuo\/%CE%AD%CE%BD%CF%84%CF%85%CF%80%CE%B1-%CE%B1%CE%B9%CF%84%CE%AE%CF%83%CE%B5%CE%B9%CF%82-%CE%B4%CE%B7%CE%BB%CF%8E%CF%83%CE%B5%CE%B9%CF%82-%CE%BA%CE%BB%CF%80\/yde-kai-synodeytika-entypa\/\" target=\"_blank\" rel=\"noopener\">\u03a5\u0394\u0395 and related forms | DEDDIE<\/a>).<\/p>\n<ul data-start=\"3988\" data-end=\"4573\">\n<li data-start=\"3988\" data-end=\"4319\">\n<p data-start=\"3990\" data-end=\"4319\"><strong data-start=\"3990\" data-end=\"4013\">Fire extinguishers:<\/strong> One portable powder- or water-based extinguisher of at least 6 kg per 100 sq.m. of gross area, as per par. 2.5.1., Article 2, Chapter B of Presidential Decree 41\/2018 \u201cBuilding Fire Safety Regulation\u201d (A\u2019 80) for temporary accommodation. The extinguisher must have a firefighting capacity of 21A-113B-C.<\/p>\n<\/li>\n<li data-start=\"4320\" data-end=\"4455\">\n<p data-start=\"4322\" data-end=\"4455\"><strong data-start=\"4322\" data-end=\"4342\">Smoke detectors:<\/strong> Autonomous smoke detectors must be installed on the ceiling, covering at least the bedrooms and kitchen areas.<\/p>\n<\/li>\n<li data-start=\"4456\" data-end=\"4573\">\n<p data-start=\"4458\" data-end=\"4573\"><strong data-start=\"4458\" data-end=\"4493\">Emergency lighting and signage:<\/strong> Properties must have safety lighting at all exits and emergency exit signage.<\/p>\n<\/li>\n<\/ul>\n<h3 data-start=\"4580\" data-end=\"4666\">D.
