At a time when short-term rental is at the center of a polarized public debate, STAMA<\/a> Vice President and CEO of Upstreet, Konstantinos Kiamos<\/strong>, provides his own perspective on the industry’s trajectory and challenges. With clear positions, he highlights the tax injustices suffered by small owners, the absence of dialogue on the part of the State, and the need for institutional recognition of short-term rentals as an important and qualitative tourism pillar.<\/p>\n

He stresses that the stakes for 2025<\/strong> are responsibility, quality and professional development. In a focused speech, he calls for a new approach that does not punish but encourages. Because, as he says, what is required is not privileges, but equality, transparency and a strategy for the future of Greek tourism.<\/p>\n

What are STAMA’s main demands and priorities to the State today?<\/h3>\n

To date, the State has approached short-term renting almost exclusively as an area for taxation. Under the narrative of alleged preferential treatment and unfair competition with traditional accommodation, we have reached the point where short-term rentals are taxed proportionally much more than any other form of accommodation.<\/p>\n

In practice, the unfair competition is reversed: small owners operating on platforms are taxed on their total revenue<\/strong> (not profit) at rates of up to 45%, unlike other forms of accommodation which are taxed more lightly. It is therefore imperative that this tax injustice is corrected.<\/p>\n

The second major priority is to have a strategy and vision for the industry. Greece is a world leader in tourism and has a huge housing stock – in fact, we have more homes than we need for home ownership. Yes, housing is a real and serious issue, but it is of a different order from the use of property for tourism. Surplus stock can and should be used in an organized and quality manner.<\/p>\n

That is why we ask the State not only to correct the distortions, but to embrace short-term rentals as a new, dynamic form of tourism development<\/strong>. With quality standards, incentives for investment and clear rules, we can raise the overall level of hospitality in the country and lead internationally in this emerging sector.<\/p>\n

How much do the discussions on “cut-offs” by region affect the short-term rental industry and how do you respond to the concerns of local communities?<\/h3>\n

The first step is to look at the real picture. According to the official data of the Hellenic Ministry of Finance, short-term rental properties account for about 1% of the total stock<\/strong>. In a typical neighbourhood, on a street with ten blocks of flats and ten apartments each, only one apartment is rented through a platform. There are indeed areas with higher concentration, such as Koukaki (which reaches 5%), and individual streets around Acropolis that reach 20%, but we are talking about exceptions, not the rule.<\/p>\n

The impression that “there are Airbnb’s everywhere” is more visual than quantitative. The numbers tell the truth. And when we look at the data objectively, there is no real cause for concern.<\/p>\n

On the other hand, let’s remember what some areas in the centre of Athens looked like 8-10 years ago. Areas that were deserted, with closed houses and no life in the streets. The commercial triangle, for example, had apartment buildings with no heating, no utilities, not even electricity in some cases. Short-term rentals helped to bring life back to these blocks of flats, to pay utilities, to reactivate local commerce.<\/p>\n

We’re not saying everything should be unregulated. On the contrary, we believe that there should be rules at the neighbourhood level. Starting with the basic question: how much tourism can we support in terms of quality? The answer to this will determine not only the number of short-term rentals but also the number of hotels. This is not a debate – it is not a question of favouring or punishing anyone, but of responsibly<\/strong> developing the country’s main product: tourism, which directly provides one in three jobs and indirectly even more.<\/p>\n

Cuts are not a solution. It is a simplistic, untargeted approach that creates more problems than it solves. What makes sense are the incentives<\/strong>: why, for example, not link the possibility of short-term renting to the energy efficiency of a property? This way we enhance both sustainability and quality, with private capital invested in housing upgrades. These homes remain in the housing stock – they’re not hotels, they don’t change use permanently, they don’t have the same environmental footprint.<\/p>\n

Quality tourism<\/h2>\n

How are industry professionals responding to the new demands for quality, transparency and tax compliance?<\/h3>\n

Unfortunately, the alleged “quality requirements” as promoted by the Ministry have no real content. It is a superficial and piecemeal approach which, instead of setting clear standards for upgrading accommodation, simply adds bureaucracy and confusion. Characteristically, even today, we do not know the details of the new framework. The industry is in a state of anticipation and frustration.<\/p>\n

As STAMA<\/strong>, we have put forward concrete and documented proposals for the quality of short-term rental accommodation. Unfortunately, the Ministry of Tourism stubbornly refuses any dialogue with us. The Minister herself has described us as ‘para-hotels’, which shows a clear guild-like attitude and prejudice towards the industry – which we consider regrettable, to say the least.<\/p>\n

However, the pressure that the sector is under from the general context naturally leads to greater professionalism. The burdens are great and, ultimately, it is the truly professional – those who offer a high level of service – who will survive. That is the positive side of the story: quality emerges de facto. But it is done in the wrong way. Instead of providing incentives for improvement, penalties and restrictions are imposed.<\/p>\n

With regard to tax compliance, we have already stressed that short-term renting, contrary to what is propagated, is one of the most burdened sectors. Landlords are taxed on income rather than net profit, and the tax compliance rate is as high as 90%. Clearly, professionals in the industry not only comply but also bear a much greater burden than other forms of accommodation.<\/p>\n

To what extent do you think that short-term rentals contribute to quality tourism?<\/h3>\n

Short-term rentals are one of the most modern and internationally widespread forms of hospitality, responding to the needs of today’s traveller – more independent, more demanding, seeking authentic experiences and not just accommodation.<\/p>\n

Let’s compare two different types of guest: on the one hand, the one who comes and stays in a luxury resort, consuming almost everything within the hotel. On the other hand, a guest who chooses to stay in a detached house – perhaps the cottage of one of our fellow citizens – professionally managed by a short-term rental company. This second visitor spends his holidays as the owner of the house would: eating in the local taverns, participating in activities, shopping at the grocer’s and the supermarket. The money he spends trickles down into the local community, supporting small businesses and allowing the owner to maintain his property and provide an additional income, rather than abandoning or selling it.<\/p>\n

Which of the two forms of accommodation is of higher quality? Which leaves a larger footprint on the local economy? Which visitor do we really want? The answer may be… both. There is no reason to choose. The dilemma is artificial<\/strong>. If our country cannot offer the visitor a well-managed detached house, he will simply choose to book it in another country – he will not necessarily go to a hotel.<\/p>\n

Short-term rentals, when done with quality, rules and responsibility, are not only compatible with quality tourism – they enhance and enrich it.<\/p>\n

Looking ahead to 2025, what are the biggest bets for the industry and what message do you want to send to owners and visitors?<\/h3>\n

2025 finds the short-term rental industry at a key crossroads. On the one hand, growing demand and market maturity create great opportunities for upgrading, extroversion and qualitative diversification. On the other hand, pressures – legislative, social and economic – require more responsibility, professionalism and institutional maturity.<\/p>\n

The big gamble is to formulate a stable and fair framework<\/strong> that allows the small owner to operate on an equal footing and the professional to invest with rules and standards. We are not asking for privileges – we are asking for consistency, dialogue and strategy. To transform short-term rentals from a “tolerated phenomenon” to a recognised pillar of Greek tourism.<\/p>\n

To owners, the message is clear: the way forward requires quality, seriousness and investment in infrastructure, services and experience. Those who act professionally<\/strong> will be rewarded – because this form of tourism has a future and potential.<\/p>\n

To visitors, the message is thank you. Because by their choice they support thousands of small businesses, families and areas of the country that are coming back to life. We are committed to continue to offer them a warm, quality and authentic hospitality – the kind of hospitality that Greece of 2025 deserves.<\/p>\n
